MDHA serves Nashville and Davidson County. The mission of MDHA is to create quality affordable housing opportunities, support neighborhoods, strengthen communities, and help build a greater Nashville.

MDHA employs over 300 staff members, has a budget of $200 million, and houses approximately 30,000 people, primarily through nearly 8,000 Section 8 Vouchers and over 6,800 apartments, which are mainly Project-Based Rental Assistance (PBRA) units, at 39 properties. MDHA is a housing authority, a community development agency, and a redevelopment agency.

Position Summary

Under the general supervision of the Director of Planning and Development, the Relocation Manager provides oversight and management of all aspects of the resident relocation process for MDHA-managed properties, including both temporary and permanent relocations required by comprehensive modernization activities such as construction, rehabilitation, and demolition, as well as other agency activities that necessitate relocation support. The position ensures all relocation activities are planned and executed in accordance with applicable federal requirements, including the Uniform Relocation Assistance and Real Property Acquisition Policies Act (URA), the Housing and Urban Development (HUD) regulations, fair housing requirements, state and local requirements, and MDHA policies and procedures.

Essential Job Functions

Coordination & Project Management

  • Plans, organizes, and manages all phases of resident relocation activities for MDHA-managed properties, including temporary and permanent relocations associated with modernization, construction, rehabilitation, demolition, and other agency
  • Develops development-specific relocation plans, timelines, and procedures in coordination with the Compliance, Finance, Legal, Planning & Development, Property Management, and Resident Services departments.
  • Tracks relocation milestones, monitors progress of relocation activities, and adjusts plans to address emerging issues, schedule changes, and resident needs. Provide status reports to leadership.
  • In conjunction with the Senior Construction Manager, monitors construction schedules and provides timely notice to residents of changes in the proposed relocation schedule

Resident Engagement and Case Management

  • Serves as primary point of contact for residents impacted by relocation; explains relocation rights, benefits, and options in clear, trauma-informed, and culturally responsive ways.
  • Conducts resident interviews and assessments to identify individual household needs, barriers, and preferences related to relocation and return.
  • Coordinates reasonable accommodation and accessibility needs
  • Collaborates with the Resident Services department to coordinate the provision of counseling, referrals, and supportive services to assist residents with housing search, transportation, school transitions, and access to community resources.
  • Develops varied communication strategies to educate residents on relocation-related information, including development timelines, housing options, and other relevant resources.

Cross-Team Coordination

  • Collaborates with internal MDHA departments, including Communications, Finance, Planning & Development, Property Management, and Resident Services, to align relocation activities with development schedules, lease actions, and program rules.
  • Coordinates with landlords, property managers, service providers, and community partners to identify housing options and supports for relocating residents.
  • Participates in development meetings, briefings, and cross-functional workgroups to represent relocation considerations and resident impacts.

Communications, Notices, and Outreach

  • In collaboration with the Communications department, develops and issues required notices, including written and verbal communications related to relocation, General Information Notices, Notices of Eligibility, Move Notices, and other mandated communications.
  • In collaboration with the Community Engagement Managers, plans and coordinates resident briefings, community meetings, and one-on-one sessions to provide information, answer questions, and address concerns.
  • Ensures that all communication is accessible (e.g., language access, reasonable accommodations) and consistent with fair housing and MDHA standards.

Regulatory Compliance

  • Ensures compliance with all applicable regulations, including but not limited to (URA) HUD, LIHTC, Section 8, and local housing authority requirements.
  • Prepares and maintains accurate relocation files, notices, and required disclosures.

Financial Administration and Payments

  • Calculates relocation assistance, moving expenses, replacement housing payments, and other eligible benefits in accordance with applicable regulations and MDHA policies.
  • Initiates and tracks requests for payment, deposits, and reimbursements; coordinates with Finance to ensure accurate and timely disbursements.
  • Monitors relocation budgets and provides input on projected costs and funding needs.

Data, Reporting, and Performance Monitoring

  • Collects and analyzes relocation data to monitor progress, identify trends, and support decision-making.
  • Prepares required reports for internal management, funders, auditors, and regulatory agencies.

Risk Management and Problem Resolution

  • Identifies potential risks, disputes, or barriers related to relocation and works proactively with residents and stakeholders to resolve issues.
  • In collaboration with the Legal department, responds to complaints and appeals regarding relocation decisions.
  • Assists in managing crises or emergencies affecting relocation activities.

Employment Standards

Education and Experience Required

Bachelor's Degree in Public Administration, Social Services, or related field.

Three (3) to five (5) years of progressively responsible experience in housing, community development, property management, case management, or a related human services field, including direct work with low-income or vulnerable populations.

Experience managing complex projects or programs with multiple stakeholders and deadlines, preferably involving housing relocation, redevelopment, or HUD-funded activities.

Knowledge of, or the ability to quickly learn, federal, state, and local regulations related to relocation, fair housing, landlord-tenant law, and HUD programs (e.g., URA, Section 104 (d, and related guidance).

Proficiency with standard office software (e.g., Microsoft Office suite) and the ability to learn and use databases or case-management systems.

Valid driver's license and insurable driving record.

Knowledge, Skills, and Abilities Required

  • Knowledge of housing and community development programs; basic principles of relocation, fair housing, landlord-tenant law, and HUD/URA requirements, or the ability to quickly learn and apply them.
  • Knowledge of case management and resident engagement practices, especially with low-income, diverse, and vulnerable populations.
  • Skill in planning, managing multiple cases and deadlines; organizing detailed work and maintaining accurate records in databases and spreadsheets.
  • Skill in interpreting and applying regulations, policies, and written guidance to practical resident and project situations.
  • Skill in clear, professional verbal and written communication, including preparing notices, correspondence, and reports for varied audiences.
  • Ability to build and maintain effective working relationships with residents, landlords, vendors, and internal departments, using tact, discretion, and sound judgment.
  • Ability to de-escalate conflict, resolve problems, and recommend practical, compliant solutions under pressure.
  • Ability to work independently with limited supervision while collaborating effectively on cross-functional project teams.
  • Ability to support and model MDHA's mission, values, and commitments to equity, inclusion, and fair housing in all relocation activities.
