MICROFOCUS COBOL DEVELOPER
About the Role:
We are seeking an experienced COBOL Developer with deep Pharmacy Benefit
Management (PBM) expertise to support and enhance mission-critical Point-of-Sale
(POS) and batch processing systems in a healthcare environment. This role is
responsible for the full software development lifecycle, including analysis,
design, development, testing, implementation, maintenance, and production
support of enterprise applications built on Microfocus COBOL, CICS, Oracle, and
JCL technologies.
The ideal candidate brings strong technical expertise in mainframe and
Microfocus COBOL development combined with hands-on experience in PBM workflows
such as pharmacy claims adjudication, prior authorization, formulary management,
coordination of benefits, and Medicare Part D processing. You will serve as a
technical lead, mentor junior developers, and collaborate closely with business
analysts and PBM operations teams.
This position requires a collaborative team player with strong communication
skills, a proactive problem-solving mindset, and the ability to thrive in a
fast-paced environment with critical production support responsibilities.
Candidates should have extensive experience with Microfocus COBOL in Linux or
Unix environments, strong SQL and Oracle database skills, and a proven track
record supporting complex healthcare or PBM systems.
Major Functional Responsibilities:
* Analysis, design, programming, implementation, maintenance, and enhancement
of system that supports Point-of-Sale and Batch processes using Microfocus
Cobol, CICS, Oracle and JCL
* Analyze RFP documentation, meet with appropriate team members or clients,
analyze software factors, assist with proposal work, and complete design
documentation and estimates that meet the business requirements
* Accurately and completely develop and unit test software solutions to meet
client requirements
- Develop testing recommendations for more in-depth testing for modifications
- Optimize existing COBOL programs for performance, scalability, and
maintainability
- Provide on-call support on as needed basis
- Perform impact analysis and root-cause investigations for production
incidents
* Resolve any issues that present themselves in a timely manner to prevent
system outages
* Investigate, resolve and document assigned issues and propose/implement
solutions
* Assist in discussions with clients and/or in the explanations of the issues,
and recommended solutions
* Assist in preparation of functional specifications for application systems,
presentation of system
- requirements and designs to client personnel
- Develop status reports of development activities weekly, to appropriate
management
* Assist with update of report documentation and system exhibits
PBM Domain Expertise:
* Implement and support real-time pharmacy claims adjudication logic in
alignment with NCPDP D.0 and NCPDP SCRIPT standards
* Develop processing logic for formulary management, drug utilization review
(DUR), and clinical edits
- Support prior authorization (PA) workflows and quantity limit processing
- Maintain and enhance coordination of benefits (COB) and Medicare Part D
processing logic
* Support integration touchpoints with downstream systems including data
warehouse, and reporting platforms and claims data as outbound for MMIS
systems
* Ensure all code adheres to HIPAA, CMS, and applicable regulatory requirements
for PBM data handling
* Participate in disaster recovery planning and execution for PBM application
Requirements:
* Proficient working with MICROFOCUS COBOL (Preferably in LINUX environment) –
including working on CICS, JCL and ORACLE and extensive knowledge on Health
care business and PBM
* Have broad knowledge of system engineering/automation concepts, practices and
procedures and is expected to perform work related to analysis, design,
programming, implementation, maintenance, and enhancement of a Point-of-Sale
application
- At least eight (8) years of COBOL and 5+ years of PBM domain experience
- Combination of mainframe programming expertise and in-depth understanding of
pharmacy benefit management workflows — including claims adjudication, prior
authorization, formulary processing, and NCPDP transaction standards
* Strong oral and written communications skills, as candidate will be required
to interact with business users to elicit and understand business
requirements
- Ability to diagnose problems and suggest resolution with minimal guidance
- Readiness to take responsibility for assigned tasks and work with others as
needed to complete tasks
* Ability to successfully function within a project team and be a team player
in an environment of deadlines and project milestones
* Have a positive “can and will do” attitude

this position, based on business need, may be eligible for a bonus or incentive.

is ($96,250-$125,000).
